VISION AND MISSION

1. Vision of Paingottoor Panchayat

"To elevate the standard of living of the people in the hilly region through sustainable agricultural prosperity and excellent basic infrastructure, and to transform Paingottoor into a model self-governing region by ensuring equitable distribution of resources."

The primary goals envisioned by the Panchayat are:

  • Green-Agricultural Prosperity: Ensure a secure livelihood and income source for farmers by prioritizing crops such as rubber, pineapple, coconut, and black pepper.

  • Hilly Area Development and Environmental Protection: Achieve sustainable development while maintaining the ecological balance of border regions like Vannappuram and Kodikulam, which lie adjacent to the Western Ghats.

  • Social Security: Ensure equitable access to housing, healthcare, and clean drinking water for all sections of society across all 14 wards of the Panchayat (including Ayankara, Chathamattom, Kadavoor, and Manippara).

2. Mission of the Panchayat

To turn this vision into reality, the Panchayat administration undertakes the following specific missions:

A) Modernization of the Agricultural Sector

  • Modernize traditional farming methods and ensure that marketing facilities and subsidies are accurately and promptly provided to farmers.

  • Generate additional sources of income for rural families through animal husbandry and dairy development.

B) Infrastructure and Drinking Water Projects

  • Develop rural roads to ensure seamless travel and transportation for farmers and common citizens in the hilly terrains.

  • Deliver clean drinking water directly to every local household through pipe networks under initiatives like the Jal Jeevan Mission.

C) Social Welfare and Quality of Life

  • LIFE Mission: Provide secure and safe housing for homeless families.

  • Kudumbashree Empowerment: Financially empower women to become self-reliant by promoting micro-enterprises and micro-finance schemes through women’s self-help collectives.

  • Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS): Efficiently utilize the employment guarantee scheme to improve village infrastructure and provide livelihood security.

D) Transparent Governance (E-Governance)

  • Deliver Panchayat office services (such as birth/death certificates, licenses, and tax payments) to citizens swiftly and corruption-free via digital e-governance platforms.

  • Implement a 'bottom-up' planning process based on the needs and interests of the public by ensuring maximum citizen participation in Ward Sabhas (Grama Sabhas).
